Every week members contact us with various questions or asking for phone numbers, addresses, forms etc. We now include a section in the Bulletin whereby we can answer those most frequently asked. Below are some them.
 
Why Register on the Padron (Civil Register)?
Everyone who lives in Javea should register on the Padron. The "Certificado de Empadronamiento" is required for: the Health System; Claiming Residents 10 year allowance for Inheritance, Changing address at the Social Security office, Changing Car Papers; Tax office etc. The number of people on the Padron determines the size and scope of the local Services: Health, Fire Service, Post Office, Police etc. For everyone registered on the Padron Central Government pays the Town 206 Euros.
You can register on both the Padron and the Censo Electoral at the same time. You will need to take your Passport + your last Rates receipt (I.B.I.) or Water/Electric bill in your name or your Escritura or rental contract: to the Oficina de Estadistica in the Town Planning Office.
 
Who needs need an N.I.E ?
The Spanish authorities require that all people who have assets in Spain, both Residents and Non Residents have a N.I.E. (Numero de Identificacion Extranjero) which is a foreigners' identity number. Without it you will struggle to cope with "THE SYSTEM".
 
Do the Beneficiaries in a Spanish Will need an N.I.E. ?
If you own a property in Spain and you have made a Spanish Will in which your beneficiaries are your son, daughter, other relations or just a friend. . . then they need an  N.I.E. - (Foreign Identification number ). In the case of a death, it is an obligatory requirement for the processing of any tax documentation and for identification in an Inheritance Procedure. The numbers are issued by the National Police and an application has to be made in person. Download Form here NIE Form
Complete the form and take it with a photocopy, your original passport and a photocopy, plus a passport-size photograph of the applicant to the Police Documentation Office Avenida Marquesat No. 53  in Denia. Denia Office Map You also need to provide your original passport and a photocopy. You will then be told to return in approx. 2 weeks time when your number will be ready to collect.
Application for an N. I. E. can also be made via the Spanish Embassy in the country where your beneficiaries live. You can collect the form at the An Shebeen Irish  Tavern, on Tuesday Mornings.Or Contact Jeni who will Email them to you. javeacivicsoc@gmail.com
 
Where do I go to get the Residency Certificate?
The opening of a residency office in Teulada on a Tuesday morning  has taken away the queues from Denia; Teulada is now overbooked and Denia is the best to use at the moment. Police Documentation Office Avenida Marquesat No. 53  in Denia. 
You must go on a Friday morning to get your ticket for the following week.
Download here the Residency Form EX 16 complete and take it with your original passport and Certificado de Empadronamiento (if you are a first time applicant or if your address is different), old residence card ...no photocopies are required. 
 
How do I qualify for Healthcare in Spain?
If you are not paying into the Spanish social security system you may get state healthcare if:
1.You are in receipt of a state pension, Incapacity benefit or bereavement benefit E121 form.
 
2.You are an early retiree to Spain. You should apply for an E106 form. This form provides for up to two years of healthcare in Spain. 
The exact amount of time depends on your NI contributions.
 
3. You are a dependant of someone who falls into one of the categories above.
Remember you need to sign on the Padron, and apply for a certificate of Residency for all the categories above. Take the form, E121 or E106 along with a Spanish residency certifi­cate and your Passport to the Social Security office in Denia. They will issue you with a temporary SIP card that you then take to the Insalud where you sign on and are allocated to a Doctor.
 
4. You spend less than 3 months of the year in Spain (6 months if you are a State Pensioner) and have a valid European Health Insurance Card (EHIC). It will cover you for treatment that is needed in order to allow you to continue your stay until your planned return. It also covers you for treatment of pre-existing medical conditions. You can claim back your prescription charges if you are a state pensioner on your return to your country of residence. Remember to keep copies of anything you spend. For further information about your entitlements contact Instituto Nacional de la Seguridad Social www.seg-social.es (there is a page in English).
 
How do I renew my British Passport ?
If you already hold a British passport, and wish to renew it, you should the complete the C1 application form (this must be countersigned by a person of suitable standing in the community). You will also require two passport size photographs 45 millimetres (mm) high x 35 millimetres (mm) wide, taken against a a plain cream or plain light grey background (one must be countersigned). These should then be sent along with your old passport, the DHL Courier Form and the credit card payment form fill in your card details as instructed on the form, VISA and Mastercard only are accepted.

What is an ITV and when is it required?
An ITV is the equivalent to an MOT in England and is required by Law. The inspection assures that all vehicles are road worthy, have functioning lights, indicators, horn and seat belts. Emissions are checked, as are other features that effect public safety such as brakes and hazard lights. Motorcycles are exempt from inspection until they are 5 years old, then they have to go in every 2 years. Private vehicles are exempt for the first 4 years, and then go in every 2 years until they are 10 years old. After 10 years they must undergo an annual inspection. Caravans that attach to the back of vehicles must be inspected every 2 years once they are 6 years old. Mobile homes are exempt for the first 4 years, and then go in every 2 years until they are 10 years old. After 10 years they must undergo an annual inspection.
